Pursuant to Schedule 12 of the Local Government Act 1972, you are hereby summoned to attend a meeting of the Full Council which will be held on Monday, 17th November 2025 commencing 6.30pm at Lifespring (old Town Hall).

The business of the meeting is set out in the agenda below.

MINUTES of the Full Council Meeting held on Monday 17th November2025 commencing at 6.30pm at Lifespring (old Town Hall).

Members present: Cllr N McGuiness (in the Chair), Cllr K Bonsall, Cllr A Burgin, Cllr K Hardy, Cllr A Hawkins, Cllr D Hughes, Cllr N Hughes, Cllr G Simpson, Cllr J Stephenson

2025-118 Public Participation

a.)  Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak at the meeting.  A Member of the Public shall not speak for more than five minutes.

A member of public in attendance said that when leaving the cemetery and looking up Cuckney Hill, it is extremely dangerous to pull out as the visibility is poor through the railings.

Another member of public raised concerns about a leaflet they had received that day from Gleeson regarding a planning proposal for over 100 new homes on Netherfield Lane. They also commented about health and safety and the need for traffic lights at Eastlands Junction/church (especially elderly using the no. 12 bus).

Cllr A Burgin said that the cemetery was Mansfield District Council run, and he shall follow this up with them. He also said that there were Highways Improvements outlined from the Stonebridge Development, but this has not yet happened. Cllr J Stephenson said a planning application had not yet been received by MDC for the Netherfield proposal and this was a consultation arranged by Gleeson.

The Clerk said she would share the information received on the consultation on the website, social media and noticeboard.

Cllr K Hardy added that there had been a serious accident years ago on the cemetery/church road.

Councillors asked the member of public to writ to the County Councillor about this road/junction.

b.)  If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter.

District Councillors said their next meeting is next week. Cllr A Burgin was pleased to announce that Warsop Health Hub had received an award for Build of the Year and he had attended the ceremony on behalf of MDC.

PC Chance said that unfortunately, this would be the last meeting that himself and PC Agar would attend as they were being reassigned out of Warsop. Councillors asked the Clerk to write to Notts Police and ask why, express its disappointment of this news and thank both for their service in Warsop.

Update from the PCs:

·         Off-roading is still a problem in Warsop, as is ASB near the Health Hub

·         New police officers should replace them at the end of November

·         There had been a firearms and cocaine located at an address

·         Quarter of a million pounds of equipment stolen from Bowrings at the weekend, five diggers were back with them in 24 hours

·         The speed camera had been at Meden Vale and Spion Kop

·         There were some cars seized for having no tax or insurance

Cllr A Burgin asked the police to follow up a series of incidents on Carter Lane (cars going off the road), Cllr D Hughes also said that there had been manhole covers intentionally lifted and left up in Melville Court.  The police left the meeting at 6.56pm.

RESOLVED: Cllr K Hardy proposed that the Minutes should be approved. This was seconded by Cllr J Stephenson and it was agreed the minutes were a true record. They were signed by the Chair.

Cllr N Hughes updated members. Since the last HR Meeting, an administrative assistant had been recruited and was due to start mid-December. Notts ALC have also been contacted by the Clerk to arrange whole council training.

RESOLVED:  Cllr N Hughes and Cllr A Hawkins offered to join the F&GP Committee.

Cllr N Mcguiness proposed the appointments, seconded by Cllr J Stephenson – all in favour.

RESOLVED: Cllr A Hawkins offered to join the HR Committee.

Cllr N Mcguiness proposed the appointment, seconded by Cllr J Stephenson – all in favour.

There was now one vacancy remaining on the HR Committee.

 
2025-122 To receive updates on the Stage 2 consultation and Notice regarding BURNS LANE, WARSOP – PROPOSED PROHIBITION OF DRIVING (TRO 2285). Agree on the next steps regarding further objection.

The Clerk and Councillors discussed what had happened since the proposal went to Stage 2:

·         The MP for Mansfield (Steve Yemm) was doing a consultation

·         The information had gone out on social media to all community groups, on the website and all Parish Council noticeboards in the parish (x12)

·         The information had gone to various, shops schools and Post Office

·         Vibrant Warsop were collating responses and assisting people with templates if they required help

Cllr J Stephenson proposed that the Parish Council put in another objection for Stage 2, Cllr K Hardy seconded, and it was unanimously agreed. The Clerk was asked to focus on health and safety (flooding, diversions, Hetts Lane, Eastlands Lane junction) and the impact on events (i.e. Remembrance parade).

 
2025-123 To receive an update from the Clerk

The report was received from the Clerk (published). She added that Cllr A McCormack had confirmed the Christmas Smile grant was due this week (from his fund).

 
2025-124 Events

a.)  To receive an update regarding Winterfest and make any outstanding decisions

A report from the Events & Liaison Coordinator was read out by the Clerk. It included details on vendors and entertainment booked, food & drink, security and advertising updates.

b.)  To receive an update regarding Warsop Carnival 2026

Councillors who had attended the recent meeting with Warsop Carnival committee gave an update. Cllr A Burgin said the committee needed a break and Cllr J Stephenson said volunteer numbers were low. A carnival was planned for 2027 and in the meantime, fundraisers will be planned. Parish Councillors all reiterated their thanks to the Carnival team.

c.)  Discuss Remembrance 2025 and note any feedback or actions

Cllr K Hardy provided an update on planning, bookings, the road closure, payments, communication with other organisation s and volunteers. Etc The event was well received, the drummers were excellent. Radio range was poor and the Parish Council need to consider an alternative for the next event. There was only one formal first aid incident. Parade marshalls were in short supply but this continues to be a priority for improvement. Estimated attendance 500-600. A debrief with all parties is being arranged.

Parish Councillors all thanked Cllr K Hardy for her hard work at this year’s event and organisation in the run up – which is a lot of work.

Cllr K Hardy gave an update. The delivery aim was 26-30 November, in time for Winterfest advertising. The deadline was later than it should have been. Cllr A Burgin thanked all involved.

Cllr N McGuiness gave an update. Lifespring were awaiting news on a funding application for the chair/stair lift. There was a discussion about the Equality Act 2010 and the DDA. Deferred until more information is available.

Councillors gave an update on progress. There were no other immediate decisions to be made.

e)   To discuss if the Parish Council are eligible to apply for the Pride of Place Funding and make a decision Mansfield secures additional funding to deliver regeneration projects – Mansfield District Council

Cllr A Burgin gave an update and said he will send the Clerk the QR code for the survey. The Mayor’s fund and this fund cannot be used together (both government funding). Cllr D Hughes said that there is a potential to look at this funding for the Pit Wheels Project in Meden Vale.

The advert for volunteers would be out in Warsop News.

There will need to be at least 4-5 people attending and the potential sites will need risk assessing. To be followed up when more detail is available.

Cllr J Stephenson said that he would leave the room (as a member of MDC Planning Committee) so that Councillors could discuss items, in particular Item b as this had received much speculation and comment online. He left at 8.05pm.

There was a discussion regarding Item B – transport/parking, safeguarding, OFSTED registration and similar provisions. Cllr D Hughes read out a statement he had given to residents in his ward.  The Parish Council resolved not to object to the application.

Cllr J Stephenson returned to the meeting at 8.09pm.

2025-132 Parish Council Policies

a)   To approve and implement the new Safeguarding Policy

RESOLVED: Cllr K Hardy requested ‘MURU’ be changed to ‘MASH’. She emphasised the importance of the not-so obvious signs of abuse and ongoing Councillor training/awareness. Councillors agreed to accept and implement this policy with the slight edit.

b)   To approve and implement the new Internet Policy

RESOLVED: Councillors agreed to accept and implement this policy.

c)    To approve and implement the updated Health & Safety Policy

RESOLVED: There were comments about ‘safe areas’ and an Evac chair. Councillors agreed to accept and implement this policy.
