Dear Members of the F&GP Committee: Cllrs J Stephenson (Chair), K Grubb, A Hawkins, K Hardy, N McGuiness and G Simpson.

You are hereby summoned to attend a meeting of the F&GP Committee which will be held on Monday 14th September – 6.30pm, at Lifespring (old Town Hall).

The business of the meeting is set out in the agenda below.

Financial Matters:

a)   To receive and note the council’s receipts and payments report for June, July & August (to be tabled)

b)   To receive and approve the council’s bank balances and reconciliation to end of July and August 2026

c)    To note that the Local Government pay agreement has been reached on rates of pay covering the period 1 April 2026 to 31 March 2027. The new pay rates, each increased by 3.30 per cent per annum will be applied and back paid asap

d)   Budget 2027/28 – preliminary discussion to enable the Clerk to move forward with options for the precept.

None.  Cllr K Hardy requested an informal discussion at the end of the meeting regarding staff rotas and visitors (no decisions to be made). Members agreed.

FG-26-25 To receive the F&GP Committee Meeting minutes from 9th June 2026 and resolve to sign these as a true record of the meeting.

RESOLVED: Cllr N McGuiness proposed that the minutes are approved, seconded by Cllr G Simpson. The minutes were agreed and signed by the chair.

Financial Matters:

NOTED and APPROVED after discussion. The Clerk was asked to re-code an entry relating to car park rates. Cllr K Hardy asked about the budget to actuals and the Clerk said the budget was on track.

b)   To receive and approve the council’s bank balances and reconciliation to end of July and August 2026

NOTED and APPROVED

The Clerk updated members on the EMCCA Mayor’s Community Development Fund. Permission had been received from EMCCA to allocate reclaimable VAT (Shed roof) on to other services/upgrades for The Shed. This included Forest School training, additional flooring, boarding, marquee and signage.

c)    To note that the Local Government pay agreement has been reached on rates of pay covering the period 1 April 2026 to 31 March 2027. The new pay rates, each increased by 3.30 per cent per annum will be applied and back paid asap

NOTED.  The Clerk reported that the impact on the staffing budget with the 3.3% increase would be £1,625.47 for the year. This is for three part-time members of staff including necessary employers NI contributions and pension contributions. This was within the budget for 2026/27 (contingency line).

d)   Budget 2027/28 – preliminary discussion to enable the Clerk to move forward with options for the precept.

Cllr J Stephenson asked what information the Clerk required. The Clerk asked for any significant requests or edits to cost centres for the next year, to enable her to start work on the budget and precept requirement. Cllr K Hardy asked whether 4 editions of Warsop News could be delivered in 2026/27, rather than 3. Members asked the Clerk to investigate costs associated with this and whether workload would allow. Members agreed that staff need to look at priorities and consider the balance of events and other aspects of the role. To be discussed again at the next F&GP meeting.

FG-26-27 Events and Communications:

a.)  To make any required decisions regarding bookings and approval of payments for events in the next 3 months

The Clerk explained that bookings are on track and within the budget for Remembrance and Winterfest 2026. She asked members to consider the idea of a Fire performer at Winterfest, which had a higher overall risk and insurance implications. After discussions, members agreed not to pursue this idea. There was a further discussion about the usual bookings of security, face painters, children’s entertainers and the possibility of booking hair braiders, a photo booth and glitter tattooist. Members also discussed the potential of asking a local group like the Scouts or Cadets to man the craft table for a donation (Winterfest), with the Parish Council purchasing materials. Cllr J Stephenson and Events Coordinator to follow-up.  Staff had an idea for the snow (Christmas globe) and would cost up plastic balls. Money could be saved on the marquee if the Parish Council could use the EMCCA funded purchase (if this was purchased in time with reclaimable VAT). A policy regarding set up and take down would be required for this.

Cllr G Simpson said that he would book Santa.

b.)  To receive a report on feedback for the Shake it Off Event

A report was received from the Events & Liaison Coordinator.

Our fundraising event for Warsop Carnival took place on Sunday 23rd August at the Black Market. We had great attendance, and the feedback from the public was overwhelmingly positive, with multiple people asking for more events like this in the future, on a more regular basis.  Over £650 was raised for the carnival from ticket sales, a raffle and donations. We are still awaiting money from the Black Market for 7 ticket sales (this has since been received) and for Sum up to transfer moneys from the card. A refund is still pending for Zeffy (booking system). The money is being held in the Councils Carnival reserve.

The event was a real team and community effort, with support from local groups in promoting the event and selling tickets. Several of the acts also generously donated a portion of their fee, along with Bob the Engineer who donated his whole fee of £100. Many people were asking for another event like this in the future.  The event came in well under the £3,500 budget, with overall final costs of £2,662.09 (this includes all entertainment, a new Sum up machine, refreshments for volunteers and entertainers and sound).

RESOLVED: Cllr J Stephenson proposed that items a. and b. (Reserves and IT Policy) are approved and adopted. Seconded by Cllr K Grubb, all members agreed.

c)    To approve and implement the Manual Handling Policy and Risk Assessment

DEFERRED: After a discussion, it was agreed that Cllr K Hardy would work on the policy to improve it. The policy and risk assessment will be considered again at the next FGP meeting.

d)   To note that a new Risk Assessment and Fire Policy are in progress after training refreshers (Town Hall/Meetings)

FG-26-29 To approve expenditure for a Christmas Tree for the High Street (up to £400)

RESOLVED: The Clerk had started to make enquiries. She had not yet been able to contact the previous supplier and pre-empted using another supplier may be more expensive. Members all agreed to approve a potential increase.

 
FG-26-30 a.)  To agree the date and time of the next F&GP Committee meeting (October or November).

RESOLVED: It was agreed that the next meeting would be Monday 9th November 2026 at 6.30pm. Cllr J Stephenson said he may not be able to attend due to a planning meeting. Cllr K Grubb will chair in his absence.

b.)  To note that the date of the next Full Council meeting is 21st September 2026.
