Dear Members of the HR Committee: Cllrs Hughes (Chair), McGuiness, Bonsall and Stephenson

You are hereby summoned to attend a meeting of the HR Committee which will be held on Monday, 10th November 2025 commencing 6.00pm at Lifespring (old Town Hall). The business of the meeting is set out in the agenda below.

HR-25-19 To discuss the Administrative Assistant recruitment and make any further decisions

HR-25-21 To discuss and agree any required training for staff  
HR-25-22 To note the Clerk’s overtime and approve that this can be taken as Time off in Lieu  
HR25-23 To note the items to be discussed at the next (another) HR meeting:

a.)  3-month probationary review of the Clerk/RFO and Events & Liaison Co-ordinator

b.)  Staffing budget for 2026/2027 financial year

MINUTES of the HR Committee meeting held on Monday 10th November2025 commencing at 6.00pm at Lifespring (old Town Hall).

Members present: Cllr N Hughes (in the Chair), Cllr K Bonsall, Cllr Nadine McGuiness and Cllr J Stephenson (from 6.04pm)

RESOLVED: Cllr J Stephenson proposed the minutes are a true record. Unanimously agreed and signed by the Chair.

HR-25-19 To discuss the Administrative Assistant recruitment and make any further decisions

RESOLVED: It was agreed that the Interview panel would be Cllr N Hughes, Cllr N McGuiness and the Clerk. It was agreed that the Administrative Assistant should be appointed to start as soon as possible.

 
HR-25-20 To agree whether the Administrative Assistant should be added to the bank mandate and have access to the accounting software

RESOLVED: It was agreed that the assistant should have access. However, it was also recommended and agreed that only 2 members of staff should authorise payments at any time, with a Councillor being the third approver/authoriser.

 
HR-25-21 To discuss and agree any required training for staff

The Clerk said she would discuss any training required with the new Administrative Assistant (this may include Parish Council training, Scribe etc.). It was agreed staff/Councillors should pursue Martin’s Law training when possible. It was also recommended that Councillors, the Events & Liaison Co-ordinator and the Administrative Assistant should be offered an Introductory Parish Councill/Councillor session delivered in a group or individually from Notts ALC. Clerk to action.

 
HR-25-22 To note the Clerk’s overtime and approve that this can be taken as Time off in Lieu

RESOLVED: To approve this overtime, all in favour. It was noted that TOIL should be taken in line with the terms of the contract, should not be excessively accumulated and taken as soon as possible, in a time that is reasonable.

 
HR25-23 To note the items to be discussed at the next (another) HR meeting:

NOTED:  Once the Administrative Assistant is recruited, the Clerk will start to work on the staffing budget. The HR team will make recommendations regarding salaries after a satisfactory probationary review – to be undertaken by Cllr N Hughes and Cllr N McGuiness in January 2026.

The next HR Committee meeting will be held on Monday 12th January 2026 at 6.00pm.
