You are hereby summoned to attend a meeting of the HR Committee which will be held on Monday, 12th January 2026 commencing 6.00pm at Lifespring (old Town Hall). The business of the meeting is set out in the agenda below.

MINUTES of the HR Committee meeting held on Monday 12th January 2026 commencing at 6.00pm at Lifespring (old Town Hall).

Cllr J Stephenson proposed that Item HR25-30 should be discussed confidentially and in closed session. Due to no members of the public currently being present, he also proposed the item be discussed before the budget item/after approving the minutes. This was unanimously agreed. |

RESOLVED: Cllr J Stephenson proposed the minutes are a true record. This was seconded by Cllr McGuiness and agreed. The minutes were signed by the Chair. |

To note that the three-months probationary reviews for the Clerk/RFO and Events & Liaison Coordinator take place on 6th January. HR Committee to resolve to confirm permanent appointments or extend probation.
RESOLVED: Cllr N Hughes gave a summary of the probationary reviews that took place on the 6th January. She had also written a report with decisions and recommendations that were stored in the HR files. The recommendations were discussed and agreed by the HR Committee. Any decisions regarding pay/affecting the budget will be put forward to Full Council to be agreed at the meeting on 19th January 2026. |

| HR-25-29 | To approve the staffing budget for the 26/27 financial year
RESOLVED: The staffing budget was discussed in detail. Cllr J Stephenson asked the Clerk to send a short report and breakdown to the Full Council for the January meeting – outlining increases for the third option. These included potential/speculative local government pay awards or potential salary increments for staff. |

| HR-25-31 | To schedule a date for the Administrative Assistant’s 3-month probationary review (March)
RESOLVED: It was agreed that the review will be carried out on Monday 23rd March 2026 at 10.30am. |

| HR-25-32 | Staffing updates:
a.) To receive and approve the overtime report/summary RESOLVED: The overtime report was discussed and agreed Cllr J Stephenson stated that he would prefer that all overtime is taken as TOIL and no hours are done voluntarily. b.) To agree whether travel time and mileage should be paid for additional working days for the Events Coordinator RESOLVED: That mileage should be paid for the Events Coordinator to travel to large events that cannot be scheduled on a normal working day (over and above contracted hours). This should be paid at the usual rate. DEFERRED: The Clerk should contact the HR Consultant regarding the travel time on additional / non-working days for major events. This will be discussed again at the next HR Committee meeting. |
