Dear Councillors,
Pursuant to Schedule 12, paragraph 9, of the Local Government Act 1972, you are hereby summoned to attend an extraordinary meeting of the Full Council which will be held on Monday, 10th November 2025 commencing immediately after the F&GP meeting (approximately 7.00-7.15pm) The business of the meeting is set out in the agenda below. In order to ensure there is a quorum for the meeting, at least 4 Councillors need to attend.

| 2025-EO5 | Mayors Community Development Fund Application – Market Warsop
a.) To consider the three quotations received for bid writing assistance Deadline for the application is 24th November, bid writing estimation, 10 working days. b.) Approve expenditure of up to £5,000 for application writing assistance, as per the Financial Regulations of the Parish Council c.) Agree that the Parish Council shall seek to reclaim this expenditure (or as much as possible) via the terms of the application) Link: https://www.eastmidlands-cca.gov.uk/mayors-community-development-fund/ ** Up to a 10% contribution towards local management and support costs d.) Consider the use of the Transave funds to subsidise any of these costs which cannot be reclaimed via the application e.) Agree that Cllr McGuiness, Cllr Burgin, Cllr Stephenson and the Clerk should be given authority to lead the application and provide content to the bid writer, as required. |

| 2025-EO5 | Mayors Community Development Fund Application – Market Warsop
a.) To consider the three quotations received for bid writing assistance Deadline for the application is 24th November, bid writing estimation, 10 working days. The quotations were noted. Cllr N McGuiness had also received two more quotations. b.) Approve expenditure of up to £5,000 for application writing assistance, as per the Financial Regulations of the Parish Council RESOLVED: Cllr N McGuiness confirmed the preferred supplier was Chimera Consulting (A Jeffrey) and that the local management and support costs (up to 10%) to be contributed were additional to the grant and should be reclaimed. Cllr A Burgin proposed an amendment to the motion, that the expenditure for the bid writing assistance shall be capped at £5,500 (including a 10% contingency to the original proposal). This was seconded by Cllr J Stephenson and unanimously agreed. c.) Agree that the Parish Council shall seek to reclaim this expenditure (or as much as possible) via the terms of the application) Link: https://www.eastmidlands-cca.gov.uk/mayors-community-development-fund/ ** Up to a 10% contribution towards local management and support costs This was discussed in Item b and the Parish Council shall seek to reclaim the costs of the bid writer. d.) Consider the use of the Transave funds to subsidise any of these costs which cannot be reclaimed via the application RESOLVED: Cllr A Burgin said that match-funding was being explored. It was agreed that if the Clerk could gain access to the account in due time, the funds will be used to pay the bid writer. Alternatively, general reserves from the savings account will be used to pay the bill, until the monies can be claimed back. e.) Agree that Cllr McGuiness, Cllr Burgin, Cllr Stephenson and the Clerk should be given authority to lead the application and provide content to the bid writer, as required. RESOLVED: After a discussion regarding the terms, Cllr K Hardy proposed that this be approved, seconded by Cllr N Hughes and unanimously agreed. |
