| 2025-92 | Presentation from Sarah Bingley (Executive Programme Manager LGR) of Mansfield District Council regarding Local Government Reorganisation in Nottinghamshire.
A presentation was received from Mansfield District Council. This presentation and a link to the survey carried out, are available on the Parish Council website Warsop-pc.gov.uk In summary: · The plans need to be submitted to government by 28th November · 1e is the preferred option for MDC · 1b is the preferred option for Notts County Council · There is a new option put forward by Notts City Council in the last few weeks · May 2027 – Elections scheduled for the new unitary councils · April 2028 – New councils should go live · There should be no change to Parish Councils · Officers are happy to attend another meeting or any drop-in sessions if requested There was a Q and A session focussed on the survey results and participants (link posted) MDC Officers were thanked for attending and they left the meeting at 7.00pm. |

a.) Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak at the meeting. A Member of the Public shall not speak for more than five minutes. A member of the public asked about the access points for Stonebridge site. They also asked about the S106 monies for this and what is happening to the land on the old bingo site. Cllrs Stephenson, Burgin and Hardy addressed the points: S106 money is due at the end of the development The planning application for the bingo site was rejected but then appealed and won (permission for new homes granted) Spion Kop – MDC are carrying out a Local plan review, and it has to find areas available to build new homes Access to the site should be via Vale Avenue, onto Stonebridge onto the estate, not Sookholme. The members of public left at 7.12pm. b.) If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter. County Councillor McCormack gave an update: · There had been £7.5 million from EMCA for the roads · Priorities for the Parish for roads were the A60, Sherwood Street and Netherfield Lane · Two schools were being addressed – Netherfield Infants (Asbestos) and Eastlands (windows) · The tie wrapped flags are going to be removed and brackets will be put up on the lamp posts for flag mounting (approx. x 20 on the A60) · There had been hedge trimming and road repairs on Sycamore Street · The LCF (Local Community Fund) was open from Notts CC, up to £20k capital funding Cllr Burgin asked for York terrace road to also be prioritised and Cllr Hardy asked for the criteria for priorities on the roads. Cllr D Hughes raised the issue with the speed limits on Netherfield Lane. Cllr J Stephenson asked for the costs of putting up the brackets for new flags. Cllr J Stephenson raised concerns about the flag on Sherwood Street obstructing the camera on the emergency touch point/CCTV. PSCO D Dyre arrived (7.20pm) and reported: · PCs Agar and Chase were unable to attend due to responding to an incident · Speed cameras were out yesterday – 8 caught speeding on Netherfield Lane and 30 at the bottom of Cuckney Hill (Sunday) · Two drug warrants in the last 2 months · There is a beat surgery tomorrow at Warsop Value. Cllr Burgin thanked police for this considering recent issues in Warsop Vale · ASB peaking in Warsop Vale · Anti-social behaviour figure up 100% (4 calls)) – peak due to school holidays, has died down after 2 to 3 weeks of foot patrols. Mainly Health Hub and Skate Park. Will usually escalate again Halloween then drop after Bonfire Night · Members of the public should call PCSOs, not post on Facebook · Still have the Speedwatch equipment and defined numbers needed for training (to be discussed later in the meeting) Cllr N Hughes said that there had been many cars parking at the end of Stonebridge Lane at all hours. PCSO D Eyre said she would add to the patrol. PCSO D Eyre left at 7.30pm. District Councillors said LGR was the main thing at the moment. Cllr D Hughes said Severn Trent had been out to the attenuation ponds and again raised the speed limits on Netherfield Lane. The school had received a start date for the improvements. |

She added that she had received reports of the Public toilets being closed early (2.45pm) the day before – Cllr A Burgin to follow up with MDC. Some Councillors had expressed an interest in inviting school children to the Council chambers, this would be added to the January agenda for discussion. |

The Clerk said she had received confirmation from Via EM that the objection had been lodged and that we would hear back in due course. There had been recent concerns with traffic due to the four-way lights (outside the church) and tailbacks for 30 minutes. Cllr J Stephenson raised concerns about the viability of future parish events if the road was to close. Cllr R Hardy summarised the information she received after submitting a Freedom of Information request to Nottinghamshire CC. Cllr N Hughes questioned the validity and support of the closure. The Clerk asked for the number of objections received – Cllr A McCormack said a dozen had been received. To be discussed again when updates are available. |

To receive any updates regarding the progress of building works at Lifespring (old Town Hall) Cllr K Bonsall said that electrical works were due to take place in the next few weeks, but it should not interfere with staff access to the Parish Office, or with meetings. b.) To consider re-locating the council’s offices to the ground floor of the town hall so the council’s premises are more accessible A discussion took place regarding the broken chair lift, Equality Act 2022 and accessibility for members of the public. In light of current grant applications in progress, it was agreed to defer this item until the November meeting. |

The F&GP Committee discussed this on 15th September and recommended that up to £3000 is used to address this urgently. Members recommended the quote from Maplebeck Tree Services £2,860 plus VAT. The Clerk has provisionally booked them in for the 5th and 6th November. Mansfield District Council has granted permission to undertake the works to the 3 trees with a TPO under the Town and Country Planning (Tree Preservation) (England) Regulations 2012. RESOLVED: To authorise the works up to £3,000 and to instruct the contractor to undertake the work (in line with the permissions granted) as soon as possible. |

The Report along with the Notice of conclusion of Audit has been published in line with statutory requirements and by the deadline of 30th September. NOTED f) To consider the comments made by the External Auditor The Clerk summarised main points. Section 1, Assertion 1 has been incorrectly completed as the budget and precept figures had not been correctly minuted (‘Except for matter’). ‘Other matters’: Weaknesses had been identified by the internal auditor and explanations acknowledged by PKF Littlejohn. Explanations for ‘No’ responses on the Annual Governance Statement Assertions 2, 4, 5 and 7 were not published. Therefore, for the 2025/26 FY, Warsop Parish Council should select ‘No’ to Assertion 3 on the Annual Governance Statement. It should also publish the reason why ‘No’ is selected on its website. An adequate explanation for variances in Box 3 of Section 2 (Accounting Statement) was not provided. g) To update the Clerk with any information for drafting of the 2026/2027 budget It was agreed this would be discussed at the next F&GP Committee meeting h) To consider whether the Parish Council should earmark the Transave account money for match-funding current grant applications It was agreed that this should discussed and approved at the next F&GP Committee meeting. i) To discuss the Mayors Community Development Fund and make any decisions regarding the application Cllr Burgin asked the Clerk to look into match funding from various funds including Tarmac/Entrust, Severn Trent, Veolia and Lloyds Bank. It was apparent that Swallow green was a priority for residents and was mentioned many times at the consultations (play park/development). The application form had not yet been received. The Clerk had been in contact with 3 companies for potential assistance. j) To agree if the Parish Council should apply to the Local Communities Fund new round (Notts CC). Deadline 7th November The Local Communities Fund (LCF) | Nottinghamshire County Council RESOLVED: After discussion, it was agreed the Parish Council would not apply. It was resolved that members of press and the public are excluded for the remainder of the meeting, by reason of the confidential nature of the items of business to be transacted. This is in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and Schedule 12A (Access to Information) of the Local Government Act 1972. RESOLVED: Cllr Burgin gave background information. It was unanimously agreed that the amount stipulated was correct, that the reasons were acceptable and that the money should be paid to the bank account provided by the ex-employee.
