Pursuant to Schedule 12 of the Local Government Act 1972, you are hereby summoned to attend a meeting of the Full Council which will be held on Monday, 16th March 2026 commencing 6.30pm at Lifespring (old Town Hall).

MINUTES of the Full Council Meeting held on Monday 16th March 2026 commencing at 6.30pm at Lifespring (old Town Hall) in the downstairs meeting room.

2025-196 Public Participation

a.)  Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak.  A Member of the Public shall not speak for more than five minutes.

The Cllr N McGuiness welcomed Mansfield District Council representatives to the meeting and invited them to deliver a presentation on the updated Local Government Reorganisation plans for Nottinghamshire and Nottingham. The consultation was still open for comments until 26th March 2026. Sarah and Jasmine went through all options submitted by the current county, city and district councils plus upcoming timeline of events. A slide deck will be sent to the Parish Council for publication on the website. Members of the public (MOPs) asked questions about the timeline, elections in 2027 and number of councillors. Sarah and Jasmine answered questions, they then left the meeting at 6.54pm.

Cllr A McCormack was invited to provide a County Council update as he needed to leave the meeting early. He read out a list of Cat 1 and Cat 2 road repairs scheduled for the parish. He also spoke about the incident last weekend on the Mansfield Road slip road and asked residents to keep data, evidence etc. and that he would be following this is up with Via EM. This was with regard to the road closure on Value Avenue whilst the traffic lights were being installed.

Cllr N Mcguiness invited members of the public to ask questions.

A MOP said they had seen 61 cars/vehicles go up Mansfield Road slip road in a ten-minute time frame. Other MOPs added that they had witnessed speeding, near misses, vehicles in stand offs, wing mirrors being clipped, driving over the green, vehicle damage, large trucks and plant vehicles travelling down there and then the serious incident at the weekend where a resident was seriously injured. A few residents had been in contact with the police. Many MOPs in attendance were there to ask for the slip road to be closed for A60 traffic and the diversion be used correctly. All were in agreement this was exactly as predicted years ago when the original petition was set up to stop this. The slip road is too narrow and cannot cope with the A60 traffic.  A MOP asked Cllr A McCormack for his assurance that something would be done about this before there is a fatality. Everyone agreed and Cllr McCormack said he would do what he could.

2 MOPs left at 7.05pm.

Other MOPs asked to see the risk assessment for the traffic/closure and asked for immediate action. Cllr A Burgin said he agreed and this is exactly what the Parish Council envisaged would happen, and they objected to this in 2017. Many other MOPs in attendance expressed the same concerns and experiences about not feeling safe. Members said residents could ask Notts CC for the traffic assessment information.

Cllr N McGuiness proposed that the Council writes to Notts CC asking for immediate action to close the slip road. The residents in attendance all agreed to forward their evidence and data to be collated into one document, by the parish Council. Cllr K Hardy said she supported this and asked Cllr McCormack what would need to happen for this to be actioned within the next 48 hours. Cllr N Hughes suggested that residents leave their email addresses for the Clerk to get in contact with a proforma for them to fill in and return. All Councillors agreed with this.  Cllr A Burgin reinforced that any crimes should be reported to the police directly.

Cllr N Hughes asked about any updates on Burns Lane, there was none.

The police in attendance offered to visit the slip road with the speed gun to monitor the traffic, however many MOPs agreed that this would not deter anyone, as it would not happen whilst the police were there (not a true picture).

Cllr J Stephenson arrived at 7.26pm.

Discussions continued. The Clerk said she would send out an email the next day with a proforma and log data. Cllr A Burgin said the Parish Council could not promise anything but would do what we can to support residents with the closure to make it safer.

Cllr J Stephenson said that at the time when it was in planning, he had spoken to residents and it was clear then that this would be an issue in the future. Some bollards at the bottom entrance would be the easy solution. A small turning area was also a good idea.

Another MOP said that people were not adhering to the diversion signs and another said that Stonebridge was barely passible due to potholes.

Cllr N Hughes proposed the Clerk write to Notts CC to chase up an update on the Burns Lane TTRO, this was agreed.

A MOP asked for their personal details to be stored safely if submitted to the Council regarding the traffic data. A MOP showed the County Councillor a photo of the van where a resident was hit. Another asked for a follow up meeting.

b.)  If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter.

The Police in attendance said that they had no further updates to add on Mansfield Road (everything has already been discussed) and that they could assist short term, but a long-term solution was needed.  They also asked residents to sign up to Notts Alerts, so they could stay updated with Beat Surgeries planned in the parish.

Cllr K Hardy had to leave the meeting at 7.44pm.

Cllr A McCormack had to leave the meeting at 7.45pm.

There was a 5-minute break whilst various MOPs left the meeting.

There were 5 MOPs remaining.

The Police continued with their report and explain what they had been doing in the area – including work on the Fatal 5 campaign (careless driving, drink and drug driving, not wearing a seatbelt, using a mobile phone and speeding), stopping cars for checks in the area etc. There were another 3 beat surgeries planned. There had been a lot of ASB in the area – in particular at the Skate Park. The three main current priorities were ASB, drug dealing and shop thefts in the parish. Quad biking was also a continuing problem. The Police asked residents not to write or comment on social media posts about issues and to instead report to Crimestoppers, on the online form or by email. Cllr A Burgin thanked the police for attending and welcomed them to their new roles in Warsop. He asked them about a new risk assessment for camera placement and refresher training for community speed watch volunteers. PC C Hunt said that he can be contacted about this.

The police left the meeting at 8.06pm.

Cllr A Burgin said that the circus/stunts had arrived on the Carrs and Cllr J Stephenson said the only other update for him was liaising with residents of Mansfield Road slip road.

Three other MOPs left the meeting.

RESOLVED: Cllr A Burgin proposed that the Minutes should be approved. This was seconded by Cllr N Hughes and it was unanimously agreed the minutes were a true record. They were signed by the Chair.

RESOLVED: Cllr N McGuiness said the Parish Council had received one application for co-option – Mrs K Grubb. She invited Kathy (present at the meeting) to do a short presentation to the Councillors, if she wanted to. After introductions, Cllr N McGuiness proposed that Kathy Grubb is co-opted onto the council to represent Warsop Carrs ward/ This was seconded by Cllr A Burgin and unanimously agreed.  Kathy signed her Declaration of Acceptance of Office (witnessed by the Proper Officer and took a seat with the Council.

b.)  Attendance – To discuss and approve that Cllr A Wetton’s apologies for absence to meetings for the next three to six months (to be resolved) are duly accepted under exceptional circumstances (dates clash with Mansfield DC Planning meetings of which Cllr Wetton is Chair)

RESOLVED: There was a discussion. Cllr N Hughes proposed that Councill apply a 3-month acceptance of apologies for attendance at meetings, in the hope that future planning meetings wouldn’t conflict with Parish Council meetings (falling on every 4 weeks rather than monthly). This was unanimously agreed.

RESOLVED: Cllr K Grubb said that she was interested in joining both committees. Cllr N McGuiness proposed Cllr K Grubb is appointed to both, seconded by Cllr J Stephenson and unanimously agreed.

RESOLVED: See item 2025-200a – appointment of Cllr K Grubb.

The Clerk had received no further updates. The Clerk was asked to write to Notts CC to ask for an update.

A report was received and noted. Councillors reported the traffic lights were not working again outside the Town Hall. Cllr J Stephenson told Councillors about Operation Ford.

 
2025-204 Events and Warsop News

a.)  To receive an update on events planned in the next 3 months

Cllr N McGuiness updated members on the plans for the Summer Event – 9th May at The Shed with a Taylor Swift tribute and 3 local bands. The animal therapy sessions had not been organised yet but will hopefully go ahead later in the year. There was a discussion about potential pantomime bookings and prices for Christmas.

b.)  To receive an update regarding the next edition of Warsop Parish News

Cllr N McGuiness said the paper was due to be delivered to residents the first week of April. The Clerk and Events & Liaison Coordinator would start organising Remembrance and Winterfest soon.

RESOLVED: Cllr N McGuiness said she had received an email from MDC to meet at The Shed to discuss the various applications submitted by the Parish Council. It was unanimously agreed that due to the EM Mayor’s Fund, current applications for PiP and other upcoming events, that this be put on hold due to workloads.
