Pursuant to Schedule 12 of the Local Government Act 1972, you are hereby summoned to attend a meeting of the Full Council which will be held on Monday, 20th April 2026 commencing 6.30pm at Lifespring (old Town Hall).
The business of the meeting is set out in the agenda below.

MINUTES of the Full Council Meeting held on Monday 20th April 2026 commencing at 6.30pm at Lifespring (old Town Hall) in the downstairs meeting room.

| Before the meeting started, Cllr N Mcguiness (Chair) made the following statement:
Councillor Debra Barlow ‘It is with great sadness that Warsop Parish Council announces the recent passing of Councillor Debra Barlow. Debra was a passionate and dedicated Councillor and volunteer whose hard work and commitment made a lasting impact on both the Parish Council and the wider community. Debra formed ‘Let Warsop Speak’ in 2016 to fight the Stonebridge development and she was heavily involved with Swallows Green. She served as a Parish Councillor for ten years, including two years as Chair, and was also a Mansfield District Councillor from 2019 to 2023. Throughout her years of service, she demonstrated unwavering dedication to improving the lives of those she represented. Her loss will be deeply felt by colleagues, friends, and all who had the privilege of knowing her. Her contribution to public service and community life will not be forgotten. At this difficult time, our thoughts and deepest sympathies are with Debra’s family and loved ones. Further information regarding funeral arrangements will be shared in due course, should the family wish for details to be made public. Before we begin this evening’s meeting, I would like to ask those present to join me in a moment of silence in memory of Debra and in recognition of her valued service.’ There was a minute’s silence for Debra. Cllr N McGuiness then said that the Parish Council would be working towards honouring Debra in the Memorial garden (near the library). |

a.) Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak. A Member of the Public shall not speak for more than five minutes. A representative from Urban Fusion (re Item 2026-16c) was in attendance and offered to answer any questions. He also added he was happy to meet people in person. A MOP said that a public meeting would be helpful, especially for those not on social media who do not hear about the updates for the Sherwood Reach application. The representative said he would be in touch with the Clerk to share the information once a venue has been booked, so that residents can attend. A MOP asked about the minutes of the meetings and the questions that had been asked in the previous meetings. The Clerk said that all minutes were available on the website. She also offered to print minutes if members of the public wanted to call in to Lifespring or phone with the request. Another MOP said that as a follow up from the last meeting and the issue regarding the slip road (Mansfield Rd), ‘thank you’ to the Parish Council for actioning this so quickly and supporting residents. She asked what the next steps would be once the closure is lifted and lights are in place. What can the residents do to help the council address the situation if the issues continue? Cllr N McGuiness said to keep logs/evidence of any issues and that the County Councillor is aware and keeping up to date with the situation and potential future improvements. The Clerk said the data was logged and is saved for future reference if required. Another MOP thanked members for their assistance with Mansfield Road. A MOP asked about accessibility for the meetings / Council Chambers. Cllr N McGuiness explained that building works were due to take place, improvements underway and a lift would be installed via grant funding. The chair lift was not repairable. Meetings would be moved downstairs if necessary. A notice would be put out once this work is complete. A MOP said that she had been on the waiting list for a Council bungalow for 8 years. She was struggling with mobility and health issues and was not coping in her current home. Cllr J Stephenson spoke to the member of public in private to get her details and look into this further. b.) If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter. There were no police present. District Councillor A Burgin updated members on the new recycling bin changes, including the addition of foil, foil trays, tetra packs etc. He said that it was being well received and offers had commented it was so far, very successful. Cllr N McGuiness asked about when food waste bins would be started, Cllr A Burgin said that it had been delayed and would probably be next year. Cllr D Hughes said they had started putting gates on parks near the river/ garage down to the park to try prevent fly tipping (Meden Vale). He was pleased to state Eastlands School had started a breakfast club and the Three Lions was now in the process of the building/development. |

a.) HR Committee Meeting 13th April 2026 RESOLVED: Cllr N Hughes (Chair of the HR Committee) gave an update on the meeting and the decisions were noted/agreed where appropriate. b.) F&GP Committee Meeting 13th April 2026 RESOLVED: The Clerk summarised the decisions and recommendations. The decisions were noted and agreed (where appropriate). It was agreed the date for the next F&GP meeting would be discussed and agreed soon – it will take place in June. |

The Clerk said that there had been no further updates or correspondence. Cllr N Hughes proposed that the Clerk writes to Nottinghamshire CC again to state how disappointed the Parish Council is that there are still no updates on attendance at a meeting with residents. She suggested that the letter should give two weeks for a response or the Parish Council shall invoke the Complaints Procedure. This was seconded by Cllr J Stephenson and agreed. Clerk to action. |

To receive an update on events planned in the next 3 months A report from the Events and Liaison Coordinator was received It summarised updates on ideas for the next issue of Warsop News, the Sunflower competition, Shake it Off event in May and plans for Remembrance 2026 – including quotes, booking the road closure and organising a working party meeting – there were now 18 members in the group. Cllr A Burgin reinforced that Christmas bookings need to be done asap – in particular if reindeers were going to be booked. This is to be confirmed. b.) To receive an update regarding the next edition of Warsop News Discussed in a.). |

The Clerk confirmed that this can vary depending on the usage and that staff will be looking at alternative contracts. d) To receive any updates on funding applications Cllr N McGuiness said that the Parish Council should find out at the end of April if the applications have been successful. e) To receive any updates on the EM Mayors CDF Project Cllr N McGuiness gave a short update and was awaiting further information from the Mayor’s office. f) To note any comments from the Internal Auditor, to date The Clerk noted that the Internal Auditor had looked at policies, minutes, agendas, the website etc. He would be back at the end of April for the financial scrutiny. He had suggested putting in place a Tree Policy. |

To approve expenditure for additional wooden display boards and engraving – update names/positions since 2017 (Cllr N Hughes) Cllr N Hughes gave an overview of the proposal. The names on the Chair plaque were 10 years out of date, and added that it would also be nice to update this asap as a tribute to Cllr D Barlow, who had served as Chair. Cllr N Mcguiness had been in talks with Warsop Memorials about what they could offer. It was suggested that Cllr A Wetton may know where the original plaques were purchased so that matching could be done. It was agreed to get quotations for the plaques and engraving and bring this to the Full Council for a decision/approval. |

He would provide information on planning policy if asked. He stayed during the discussions, in particular regarding residents who had attended for Item a. A representative of the Urban Fusion was in attendance and had stated in public participation that he could provide more information if requested. a.) 2026/0141/FUL Proposal: Date: 30th March 2026 CONSTRUCTION OF 34 NO. (Deadline 4th May 2026) Cllr N Hughes highlighted the similarities with another application and said that concerns would be the same in terms of infrastructure, schools, dentist, roads, traffic on the A60. With the A60 running North to the South of the County, it already had many pressure points, including around Warsop. Cllr N Mcguiness said that Cllr A McCormack had also raised the issue about sewage treatment. It was agreed that is was only fair to raise the same points on this development as the other one in February (Mansfield Road). Cllr A Burgin said the email sent in by the member of public (circulated by the Clerk) was important. It considered many factors. He added that everyone had seen the impact the closure of Vale Avenue had on traffic. The retail aspect needed to be considered too. Cllr J Stephenson, said it would be prudent when commenting about this material issues, that members could potentially suggest a solution i.e. traffic lights or road widening. Cllr D Hughes emphasised the cumulative effect of developments too, Warsop and Meden Vale. Finally, Cllr A Burgin said that plans for the train station would be impacted by any development(s) on this area of land. The Clerk asked if members wanted to comment or object to this application. It was agreed that similar comments to the previous one on Mansfield Road be sent in and should include the concerns from the member of public’s email. Clerk to action.
