Pursuant to Schedule 12 of the Local Government Act 1972, you are hereby summoned to attend a meeting of the Full Council which will be held on Monday, 15th June 2026 commencing 6.30pm at Lifespring (old Town Hall).

The business of the meeting is set out in the agenda below.

2026-46 Public Participation

a.)  Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak.  A Member of the Public shall not speak for more than five minutes.

A MOP asked when the stair lift would be fixed.  Cllr N McGuiness explained the building works and new lift are scheduled in very soon and we are still awaiting a start date. It should take 2 weeks to complete.

A MOP asked how to get a parking permit. She volunteers at Age Concern and with the 4-hour restriction on the car park at the rear, she is struggling to do the shift/offload items without having to move the car. Cllr A Burgin asked the MOP to pass on their phone number and he would pass it on to MDC to contact them directly.

Another MOP asked for an update on the closure of the Mansfield Road slip Road.  Cllr A McCormack had a petition to submit to Notts CC to request permanent closure from the A60 entrance. The MOP asked for an update on the proposed prohibition of driving TTRO on Burns Lane. Cllr A McCormack was also following this up at Notts CC. The Clerk had received no further update. There was a discussion about the overgrown hedges and potentially widening the road and/or installing a footpath.

Cllr A Burgin asked the Clerk to write to the Police about the complaints being received regarding off road bikes. This was happening on the footpaths around Warsop Vale/Church Warsop and complainants were worried about an accident if the bikes were to hit a child/dog etc. Clerk to action.

b.)  If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter.

Cllr A McCormack (Nottinghamshire County Councillor) said potholes had been addressed on Carter Lane/Wood Lane. The Vale Avenue lights were now on. He is pushing for repairs to be done to Stonebridge (Lane and Road). Cllr D Hughes raised a concern for Cllr A McCormack to follow up with Via EM. The Chevron /corner Coggins Lane needs assessing and repairs asap.

Cllr A Burgin (Mansfield District Councillor) was pleased to announce that the MDC Leisure Team had informed him 177,000 uses were recorded at Warsop Health Hub over the last year – this was a fantastic statistic.

RESOLVED: Cllr A Burgin proposed that the Minutes should be approved. This was seconded by Cllr K Hardy and it was unanimously agreed the minutes were a true record. They were signed by the Chair.

NOTED

Cllr N McGuiness gave a summary of the recommendations and decisions. She added that Birklands School had requested use of the Council Chamber for the Council Elections in September. All Councillors agreed this was a great idea. Cllr A Burgin said he would follow up with officers regarding the proposed new bins.  There was a discussion regarding the proposed Textile bank, concerns were raised about fly tipping. More information was required before a decision could be made.

2026-49 Committees

a.)  Future Warsop Community Grants — To approve the establishment of the Panel Committee and adoption of governance documents including delegated authority to award grants from the Grassroots Community Grant Fund up to £3,000 per application

RESOLVED: It was unanimously agreed to approve the establishment of the panel with delegated authority of £3,000.

b.)  Approve the adoption of the Future Warsop Community Grants Terms of Reference, Applicant Pack and Monitoring Form

RESOLVED: There was a discussion about the documents. Cllr N Hughes said that she believed more clarification was needed in the documents regarding the funding coming to Market Warsop ward. The Clerk said an additional questions regarding this would be added to he Feedback and monitoring form. The Clerk was asked to edit the document to reflect this ad add a short introduction regarding Market Warsop being one of Mayor Clair’s priority areas. It was unanimously agreed to adopt the terms of reference (with edits), applicant pack and monitoring form (with additional question) with an update to the new EMCCA branding. The Clerk asked if staff were able to assist applicants if they were struggling with technology or reading etc. This was agreed.

c.)  Appointment of four members of the Council to the Committee and the appointment of a Chair

RESOLVED: It was unanimously agreed that the following Councillors be appointed as members to the panel for the first two rounds:

Cllr N Hughes was voted as Chair for the first two rounds.

d.)  To approve the draft deadlines for the first round

RESOLVED: It was unanimously agreed to work to the following deadlines:

-Advertise the funding and issue application packs via website, Facebook, Office and Warsop News by the end of the School Terms. Clerk to work to issuing the first week of July 2026.

-Deadline for return of completed applications: 4th September 2026

-Review of applications by panel: From 5th September 2026

-First Committee/panel meeting to approve awards: Thursday 17th September at 6.30pm. Money to be transferred soon after.

An update from the Clerk was received.

Cllr K Hardy arranged a new training date with the Clerk.

There was a discussion about the Shed roof works and that this may be completed before schedule. Cllr A Burgin said to let the Mayor know if this is confirmed.

All 4 MOPs left at 7.18pm.

 
2026-51 Events and Warsop News

a.)  To receive an update on events planned in the next 3 months

A written update was received from the Events Coordinator.

RESOLVED: There was a discussion regarding the proposed car boots at The Shed involving costs, staffing, volunteers, publicity etc. It was agreed that this was a great idea, but with the schedule over the next 6 months, it would be appropriate to delay this to the new year after more research on the above considerations. Councillors asked for an update on Sunflower competition submissions and when the Animal Therapy sessions would be launched. Clerk to follow up with Events Coordinator.

b.)  To receive an update regarding the next edition of Warsop News

A written update was received from the Events Coordinator.

Cllr N McGuiness said that she had received a speculative quote from a company. It was agreed to follow up quote options for 2 x smaller boards for the window side, or 1 x larger board for the opposite wall. Deferred until next meeting.

Proposal: APPLICATION FOR PERMISSION IN PRINCIPLE (PIP) FOR A

RESIDENTIAL DEVELOPMENT COMPRISING BETWEEN 4 (MINIMUM)

AND 9 (MAXIMUM) PERMANENT RESIDENTIAL LODGE DWELLINGS

Site Address: Land Off The A60 (Church Road) Church Warsop Nottinghamshire.  Ward: Warsop Carrs.  Deadline date: 6th July 2026.

There was a discussion regarding another previous application for this land, where the location was and that this would fall in Netherfield ward. Councillors asked the Clerk to make people aware of the application on the Facebook page.

RESOLVED: Concerns were raised by Councillors regarding flooding in the location, gas supplies, the wide bend and precarious position of entry, drains, waste and its closeness to the road and school. In light of the above, Councillors unanimously agreed to object to this application under material considerations of flooding/drainage, road safety and previous rejection of residential application. Clerk to action.

Cllr K Hardy suggested that the Parish Council make residents aware of the Council’s concerns about the cumulative effects of planning applications and development within the parish. Consolidating all applications would bring thousands of new residents to Warsop and hundreds of cars. Cllr A Burgin asked Cllr A McCormack to ask Notts CC officers for their view on these applications.

There were no further updates.

No further information had been received from the committee.

The Clerk had not received an insurance quotation and had chased the brokers up again.

It was agreed no further decisions could be taken until further information was available.

c.)  To discuss Warsop Carnival Fundraising money. Make any decisions on how the money is used in the event of Carnival cancellation

An earmarked reserve was being set up to hold Warsop Carnival donations/ticket sales and to separate from Parish Council funds. No further decisions can be taken until further information is received from Warsop Carnival Committee and the insurers.

d.)  Follow up to F&GP Meeting item FG-26-20 concerning a Staff and Councillor safety matter, including a recent escalation in conduct. Consider any updates and agree on any action to be taken

The Council noted the recommendations and actions since the F&GP Committee meeting. It was agreed to edit the letter slightly. The Clerk was asked to get quotes for a maglock/digilock. Discussion confidential.
