of the Full Parish Council meeting held at Warsop Town Hall, in the Council Chambers on Monday 23 June 2025 at 6.30pm.
Present: K. Hardy, N. McGuiness (Chairperson), K. Bonsall, N. Hughes
Absent: Cllrs Barlow, Wetton, Simpson, D Hughes, Stephenson, Burgin, Dackombe, Sorrell
Also present: The locum Clerk Belina Boyer.

Apologies for absence had been received from Cllrs: D Hughes, J Stephenson, A. Wetton, A Burgin, P Dackombe, D Barlow, S Sorrell and G Simpson.

The council unanimously resolved to sign the Minutes of Full Parish Council Meeting on 21 May 2025 as a true record of that meeting.

The council received the Clerk’s report and briefly discussed correspondence enquiring about a market in Warsop. The council would defer the discussion to a later date once new permanent officers had been appointed.
- To review and adopt Standing Orders and Financial regulations based on the most recent NALC templates.
The Council Deferred the adoption of Standing Orders to the July Meeting.
The Council adopted Financial Regulations subject to the £5000 threshold to be amended to £3000 for delegated authorities to committees.
- To consider Terms of Reference for the Finance and General Purposes Committee and confirm its membership and the chairperson.
The Council adopted the Terms of Reference for the Finance and General Purposes Committee subject to the £5000 threshold to be amended to £3000 for delegated authorities to the committee.
The Council appointed the following councillors to the committee Bonsall, McGuinness, Sorrell and Stephenson leaving two vacancies on the committee.
It appointed Cllr Stephenson as Chairperson to the committee.
- To consider Terms of Reference for the Staffing Committee and confirm its membership and the chairperson.
The council adopted the Terms of Reference for the Committee subject to its title being changed to Human Resources (HR) Committee and the power to nominate a sub-committee to be added. It appointed Cllrs Bonsall, N Hughes, McGuinness, Sorrell and Stephenson to the committee leaving one vacancy. Cllr Hughes was appointed Chairperson to the committee.

The council received and noted the Internal Auditors report.

The Council considered the internal Auditor’s narrative report and the recommendations therein and took its findings into account when considering the Annual Governance Statement.
c. To complete and sign the Annual Governance Statement 2024-25
Members considered the questions of the Annual Governance Statement and concluded that questions 2, 4, 5, and 7 should be answered “No” and that an action plan would be put in place to remedy the shortcomings. The Governance Statement was duly signed by the Chairperson and The Clerk.
d. To receive and sign the Accounting Statements 2024-25
The Council considered the Accounting Statements 2024-25 and resolved for these to be signed by the Chairperson.
e. To receive and consider the bank reconciliation 2024-25.
The Council Received and approved the Year End bank reconciliation.

Warsop Parish News Summer 2025 Edition had been printed and distributed to all households in Warsop. All paper distributers had been paid.
The council asked the clerk to write to members of the public who had helped with the distribution of the papers to the distributers.
