Dear Members of the F&GP Committee: Cllrs Stephenson (Chair), Bonsall, McGuiness and Hardy

You are hereby summoned to attend a meeting of the F&GP Committee which will be held on Monday, 10th November 2025 commencing immediately after the HR Committee meeting held at 6pm at Lifespring (old Town Hall).

The business of the meeting is set out in the agenda below.

FG-25-18 Financial Matters:

a)   To receive and note the council’s receipts and payments report for October (to be tabled)

b)   To receive and approve the council’s bank balances and reconciliation to end of October

c)    To receive and note the budget to actuals to end of October

d)   To receive a report from the Clerk regarding options for a new savings account and make a decision

e)   To agree that if Item FG-25-18d is resolved, the Transave funds be transferred and the account closed

f)     To note the email from MDC regarding payroll services transfer from 1st December 2025

g)   To approve an annual subscription to Canva Pro for £100 to assist the Events & Liaison Coordinator in her role

h)   To approve any expenditure required for assistance with the Mayors Fund Application (up to £3,000)

MINUTES of the F&GP Committee meeting held on Monday 10th November2025 commencing at 6.30pm at Lifespring (old Town Hall).

Cllr K Hardy declared an interest in Item FG-25-19 as a member of the Christmas Smile campaign. She will leave the meeting during discussions and voting for this item.

RESOLVED: The minutes were unanimously agreed. They were signed by the chair.

b.)  Minutes of the F&GP Working Group 18th June 2025

The meeting was inquorate and did not go ahead.

FG-25-18 Financial Matters:

a)   To receive and note the council’s receipts and payments report for October (to be tabled)

NOTED and APPROVED

b)   To receive and approve the council’s bank balances and reconciliation to end of October

RESOLVED: Cllr J Stephenson proposed the bank reconciliation is signed and approved, seconded by Cllr K Hardy, all in favour.

c)    To receive and note the budget to actuals to end of October

d)   To receive a report from the Clerk regarding options for a new savings account and make a decision

RESOLVED: After a discussion and questions, it was unanimously agreed to open a new savings account with Unity Trust Bank.

e)   To agree that if Item FG-25-18d is resolved, the Transave funds be transferred and the account closed

RESOLVED: That once the Clerk has access as a signatory that the monies be transferred and the account closed.

f)     To note the email from MDC regarding payroll services transfer from 1st December 2025

g)   To approve an annual subscription to Canva Pro for £100 to assist the Events & Liaison Coordinator in her role

RESOLVED: That the Canva subscription is approved and reviewed after one year.

h)   To approve any expenditure required for assistance with the Mayors Fund Application (up to £3,000)

RESOLVED: Cllr J Stephenson proposed, seconded by Cllr K Hardy, that the expenditure up to £3000 is approved by members of the F&GP Committee and that a further request to increase the expenditure limit will be discussed at the Extraordinary meeting later. All in favour.

i)     To agree whether a Christmas tree(s) will be ordered (High Street & Lifespring Balcony)

RESOLVED: There was a discussion about installation fees and lights. It was agreed to order a tree for the High Street – as per the quoted price. The Clerk was asked to action installation and lighting via MDC, with a budget over £500 maximum for purchase of the tree, delivery, installation and lighting.

j)     Budget 2026/27 – preliminary discussion

The Clerk highlighted some increases she was aware of, she would be working on a draft budget to present in January.

FG-25-19 To consider the £1,000 grant request from ‘Christmas Smile’ and agree whether to award the funds under S137 of the LGA 1972

RESOLVED: Cllr K Hardy left the meeting. Cllr J Stephenson praised the Christmas Smile volunteers, said it was a much-needed resource and Christmas would not be the same for some individuals without it. Cllr J Stephenson proposed the £1,000 grant is approved under S137, seconded by Cllr K Bonsall and agreed by Cllr N McGuiness. Clerk to action.

Cllr K Hardy returned to the meeting.

Additional Parish Councillors arrived for the Full Council Extraordinary meeting (7.10-7-14pm).

The date and time of the next F&GP Committee will be Monday 12th January 2026 at 6.30pm (or after the 6.00pm HR Committee meeting has finished)
