Cllr N McGuiness (Chair) proposed that Item 2025-180 (Planning applications) is brought forward to the next item – Cllr J Stephenson was due to arrive at approximately 6.45pm after another meeting and is part of the MDC Planning Committee (he would have to leave the meeting for discussions). RESOLVED: After a lengthy discussion, it was resolved to OBJECT to this application.  Reasons included: Eastlands Lane congestion/potential Burns Lane closure, number of ‘affordable housing’ (only 11), cumulative impact of various planning applications (Three Lions and old pit site), loss of defined boundaries of the parish/identity. The Clerk will submit an objection.

b)   Application Ref: 2026/0018/SCOP

RESOLVED: After a discussion, it was resolved to COMMENT on this item (Items b and d).  Comments focussed on rare species/breeds at the site and impact already from the Stonebridge development, impact on the defined boundary/identity of Spion Kop and Market Warsop, Cumulative planning applications and allocation of MDC housing in Warsop, traffic impact/A60, this site not being on the MDC revised Local Plan, doctors surgery impact, SUDS included as the Public Open Space, no mention of a park. The Clerk will submit comments.

2026-164 To receive a short presentation from Thrive Together Community CIC

A presentation was received from Kathy Grubb of Thrive Together Community CIC focussing on workshop books for schools and awareness of knife-crime, neurodiversity, anti-bullying, respect and boundaries.

 
2025-165 Public Participation

a.)  Pursuant to Standing Orders, Members of the Public and Press shall have a period of 15 minutes (total) to speak.  A Member of the Public shall not speak for more than five minutes.

A member of the public asked what would happen about the sewage regarding the new planning applications.  How will the network cope with the additional sewage? Cllr J Stephenson said that Severn Trent gets consulted on applications. Cllr H Hughes said that there had recently been issues down Stonebridge Lane estate with blockages and the pipe system and this was a valid point. There had been vehicles and equipment down there trying to address the issue.

b.)  If the Police Liaison Officer, County Council or District Council Member(s) are in attendance, they will be given the opportunity to raise any relevant Parish Council matter.

There had been no reports received from the Police.

County Councillor A McCormack said his priority for the last 9 months had been road repairs and he should find out plans soon regarding schedules for Warsop. He had presented Target 1 CIC with a £1,000 cheque from his Councillor fund.

Cllr D Hughes asked Cllr A McCormack about the signs being put up on Netherfield Lane (light up speeding signals) and after many weeks these still did not seem to be activated. Cllr McCormack to follow up with Via EM.

Cllr A Burgin asked Cllr A McCormack what priorities had been put forward for resurfacing in the Parish – Cllr McCormack said it would be Oakfield Lane, The A60, Sherwood Street and York Terrace.

Cllr A Burgin said that it was agreed there would be a District Council tax increase at the last meeting, needed to balance the budget.  Regarding Simpler Recycling, all being well a flyer will be out in the council tax bill letters to residents outlining the scope of change and should be implemented from the 1st April 2026.

Cllr J Stephenson said he did not have much to add from what Cllr Burgin had already highlighted.

2025-166 To approve and sign the Minutes of the Full Council Meeting held on 19th January 2026

RESOLVED: Cllr J Stephenson proposed that the Minutes should be approved. This was seconded by Cllr A Burgin and it was agreed the minutes were a true record. They were signed by the Chair.

Matters arising from the minutes: Councillors wanted to note that members were not willing to accept Notts CC Councillors’ visit to a Parish Council meeting and that the Clerk should reinforce a separate meeting is required. The members of the public who attended the January meeting had requested a meeting specifically for this purpose. The Clerk was asked to write to Notts CC again asking for Officers and relevant Councillors to attend a meeting soon. Cllr N McGuiness said that Steve Yemm, MP for Mansfield would also attend. Clerk to action.

2025-168 Councillor Vacancies and Dispensations

a.)  To formally accept the resignation of Karen Bonsall (Vice chair)

Councillors said it was sad to see Karen leave but understood the reasons. They highlighted her work on the memorial garden, mosaics, events and hanging baskets. It was agreed that the Clerk should send a letter from the Parish Council, thanking Karen for everything she had done.

b.)  Attendance – To approve that Cllr D Barlow’s apologies for absence to meetings for the next six months are duly accepted under exceptional circumstances (health)

RESOLVED: There was a discussion regarding Cllr D Barlow’s situation and her work/contribution as a parish councillor over the last 10 years. The Chair explained there had been a few people interested in becoming a Parish Councillor and getting involved in events and projects. Many of the Councillors want to support Cllr Barlow in this extended apology and all agreed this is a very sensitive and emotional situation for everyone but that the situation could not carry on indefinitely. Cllr N McGuiness was willing to talk to Cllr Barlow personally about her feelings moving forward as a Parish Councillor. Cllr N Hughes proposed that apologies are accepted in advance for the next 3 months attendance of meetings and that the Chair and Clerk should speak to her following this. Seconded by Cllr J Stephenson and all in favour.

 
2025-169 Committees:

2025-170 To receive any updates on correspondence with Nottinghamshire County Council regarding a meeting about the roads in Warsop Parish. Agree on any further action to take as Parish Council.

The Clerk had circulated correspondence from a Highways Officer and Cllr Bert Bingham. Notts CC had been invited to this meeting, but said they may be in a position to attend the March meeting to give an update on next years programme, once it is agreed.

Clerk had reported various potholes and written to Via EM regarding the potholes not being addressed outside the Lifespring (they were later rescheduled).

Cllr J Stephenson proposed that Council reject the attendance at the March meeting and again request that a separate meeting is arranged specifically to discuss the roads (and copied into the Chief Executive of Notts CC). This is what the public have asked for. Again, they should be asked to respond within 2 weeks. All Councillors in agreement. Clerk to action.

 
2025-171 To receive any updates on the Stage 2 consultation and Notice regarding BURNS LANE, WARSOP – PROPOSED PROHIBITION OF DRIVING (TRO 2285)

The Clerk had received no further updates. Cllr A McCormack said that he believes a decision will be made soon.

 
2025-172 To receive a general update from the Clerk

A report was received from the Clerk. Cllr A Burgin reinforced the need to remind people about moving their cars for the tree works scheduled beginning of March in the High Street car park.

 
2025-173 Events

a.)  To receive an update on events planned in the next 3 months

An events report was received. Cllrs J Stephenson and N McGuiness outlined the proposed changes to the schedule, as discussed at the F&GP meeting on the 9th February. The proposed budget would remain the same, but due to costs of the summer event and other factors, other ideas are being considered. Cllr A Burgin said residents of River View may need to be consulted on Shed events if there would be noise and a late finish.

b.)  To note the Warsop Carnival Committee meeting on Wednesday 18th February. The Parish Council have been invited to attend.

2025-174 To receive an update regarding the next edition of Warsop Parish News

The Events Coordinator had provided an update. Deadlines were reinforced and the paper articles were being finalised. Cllr N McGuiness said a shorter summer version was being considered due to content and other activities scheduled.

2025-175 To consider and agree if the Parish Council should nominate anyone locally for the Nottinghamshire CC Boots & Beret Awards 2026

RESOLVED: There was a discussion regarding potential nominees. The Clerk had contacted Notts CC regarding criteria. The Royal British Legion, Air Cadets and Army Cadets officers all received praise. Cllr A Burgin proposed that Council nominates A Whiting for award category 7, seconded by Cllr J Stephenson and agreed. The Clerk said she would need assistance completing the form regarding specific information.

 
2025-176 Finances

I.        If approved – Agree what the funding would be for

RESOLVED: Cllr N Mcguiness (with the Clerk) had already started to draft one application for The Shed (flooring, car parking, driveway etc), due to the deadline. Cllrs N Hughes and D Hughes were also drafting 2 others for Meden Vale (Pencil Park and The Pit Wheel Project). All councillors approved the 3 x applications from the Parish Council – with the above-mentioned names to lead the bids.  Cllr A Burgin said that another round for 0-£50,000 applications should also be released within the next few weeks.

II.        If approved – Agree who will be given full delegation to lead the application (deadline 22 February 2026) Pride in Place Impact Fund – Transforming Places Capital Grant Applications – Mansfield District Council

It was agreed to give full delegation to Cllrs N McGuiness, D Hughes, N Hughes and the Clerk to submit the three applications before the deadline.

e)   To receive any updates regarding the Mayors Community Development Fund and make any further decisions required.

The Clerk said Council were awaiting the contract, terms and branding pack. A meeting for the Parish Council will full details was scheduled for the 9th March. Ideas were discussed regarding the launch at The Shed – details will follow once these have been agreed by The Mayor.

The Local Audit and Accountability Act 2014

2025-177 Budget and Precept 2026/2027:

a.)  To approve the budget for Warsop Parish Council for the 2026-2027 Financial Year.

RESOLVED: The general budget for the next financial year (2026/2027) was approved at £136,748.88. The Clerk explained that an additional budget would be formulated for the East Midlands Mayors CDF project (in due course).

b.)  To approve the Precept requirement for Warsop Parish for the 2026-2027 Financial Year.

RESOLVED: Cllr J Stephenson proposed the requirement is agreed, seconded by Cllr N Hughes. The precept requirement was unanimously approved for the next financial year (2026/2027) and set as £131,500. The impact on the taxpayer would be £40.88 (for a Band D). This equates to a 4.13% rise or £1.62 annually (Band D). The Clerk and Events Coordinator will produce a year end report and business plan detailing the services that Warsop taxpayers receive for their Parish council tax payment.

Cllr A Burgin asked for the impact on Band A, the Clerk said she would circulate this information. The Band rates are below:

2025-178 To receive verbal updates from Warsop Parish Council members on any other council business.

Cllr A Hawkins said he had spent time researching an idea regarding free trees from The Woodland Trust – and organising a community project for a tree for every child in Warsop. All councillor agreed it was a great idea, but said there would be no room/areas to carry this out (due to the numbers).  There was a discussion regarding potentially ordering the trees in future and arranging for trees to be picked up and planted in residents own land/gardens.

2025-182 The date and time of the next Full Council Meeting is Monday 9th March 2026 at 6.30pm (an additional meeting for the East Midlands Mayors Fund) with another ordinary Full Council meeting scheduled for 6.30pm – Monday 16th March.
